Mr. Paul Hodgetts was Co-opted as a Parish Councillor on a proposition by Councillor West, seconded by Councillor Cooper and with all Councillors in agreement.

            The Minutes of the above meetings were agreed by all Councillors             

5.         Matters Arising 
Light not working outside Horseshoe Cottage remains a problem and Clerk provided an overview of this at the Annual Meeting of the Parish and will continue to chase EON 

6          Public Participation 
Concern was raised about the HGV’s delivering to the Farndon Fields Farm Shop storage barns on Lubenham Road.  The vehicles are mounting the pavement on the newly repaired footpath on Main Street and then onto the corner of Lubenham Road.  Damage has already been caused to the corner pavement and only a matter of time before other footpath sustains damage.  There is currently at least one HGV vehicle per week accessing the site with some weeks up to 3 on one day.  Clerk to contact Ian Boyes, Highways to seek
assistance and advice

Broadband – Councillor Burton advised that Clipston have successfully installed Superfast Broadband and following discussions it was
agreed that Councillors Burton and Cooper will contact Clipston and go on fact finding mission·        
Purchase of Defibrillator – Councillor Langley advised that Councillor Irving-Swift would be prepared to fund half the cost (£400) towards the installation of a defibrilator in East Farndon  with the Parish Council providing the balance of costs.  Councillor Langley proposed that the Parish Council proceed with the purchase of a defibrilator, seconded by Councillor West and all Councillors were in agreement. 
Clerk to contact Councillor Irving-Swift to gain confirmation of the funding. ·        
Condition of road between East Farndon and Lubenham – discussed during public participation

4. Chairman’s report
Councillor Langley thanked everyone for attending
Councillor Langley reported on the following:- 
Planning Applications in the past year have been few and all straight forward
Footpath has finally been upgraded and repaired with great assistance from Councillor Irving-Swift
Light at Horseshoe Cottage has still not been repaired and Clerk provided an update on current state of play 

4.  Reports from village organisations: -
(a)    Burial Ground Committee – Councillor Green has now taken over the files from Mr. Hyde and is working through these.  The most important documents including the Burial Register and Bank Account are located within these files.  Councillor Green advised that he is currently
reviewing charges.  Grass cutting and hedge cutting continue to be undertaken on a regular basis

(b)    East Farndon Amenity Lane – This area of land is well  received by the residents and continued fundraising has seen the building up of
some reserves which are being used to pay for some gardening works.  Trust name remains the same but land is now known as Marriott
Green Amenity Land.  One regular cost is that of the annual Public Liability Insurance

(c)    East Farndon Parochial Church Council – Expenses continue to rise and fundraising continues to cover these costs.  A water tap has now been installed inside and outside of the church; however, the outside tap is locked as water usage is on a meter

(d)    East Farndon United Charities – Report was read out by Mrs. Fraser outlining the duties of the Trustees and how grant money is distributed.  A list of current Trustees was provided.  A copy of the full report is available on request

(e)    Footpath Warden – A report was read out by Alan Langley who outlined identified problems on various footpaths.  A copy of the full report is available on request

(f)     Neighbourhood Watch: None

(g)    Village Hall Trustees – Councillor Cooper read out the report which advised that the hall is well used and that finances remain healthy.  Details of the Trustees were provided.  A copy of the full report  is available on request

(h)    Women’s’ Institute: None  

5.  Finance
Clerk reported that the Accounts for the year ended 31st March 2016 have been successfully audited both internally and externally. 
Accounts are in good order and the Accounts for the year ended 31st March 2017 are being finalised and will be brought before the Parish Council at  the May meeting for approval.   

6.  Any Other Business/Public Participation·        
Question was asked if Parish Council has full complement of Councillors and Councillor Langley advised that Co-option tonight fills all vacancies, however, he is resigning as both Chairman and Councillor at the May meeting and  therefore there will be one vacancy to be filled

Noted that maintenance works have been undertaken on the Marston Road and Oxendon Road – expect these works have been undertaken as the Women’s Cycling will be using this road and through East Farndon on 7th June 2017

61        Public Participation

Residents in attendance were concerned about the parking on The Lealands.  Councillor Green provided an overview of the parking situation and following discussions it was agreed that he would speak to the owner of the van which is causing some of the ongoing problems and to work towards a solution.  Whilst discussing this Councillor Green advised that additional works need to be undertaken on the roadside at The Lealands and it was agreed that Councillor Green would look into costings.

Reported that all drains in the village are blocked and full of debris especially at the Market Harborough boundary – Clerk to report to Highways.

·         Proposed closure of Churchyard – St Johns the Baptist Church – Councillor Green to look into providing the Parish Council with an estimate of the insurance costs currently being paid by the Church for the upkeep of the Churchyard to enable the Parish Council to make an informed decision regarding their future commitment should the decision be made for the Parish Council to adopt the Churchyard.

Councillors considered the budget and following in depth discussions Councillors agreed a Precept for the Financial Year 2017/2018 of £8500.00.

Councillor Burton has undertaken the role of Communications Councillor and submitted a document outlining the plan.  Councillors considered this document and approved it contents.

It was agreed that at the Annual Meeting of the Parish Council in May that Councillors would look at each taking on a particular role/portfolio.

Councillor Langley gave advanced notice that at the Annual Meeting of the Parish Council in May he will be resigning as both a Parish Councillor and Chairman.

Next Main Meeting will be held on Wednesday 26th April – This meeting will be Annual Meeting of the Parish

Next Provisional meeting dates are 22nd February 2017 and 29th March 2017.

Information only – resident on Harborough Road has received a letter from Futures Housing Group regarding redevelopment of garage site on Harborough Road.  Parish Council will discuss this formally when planning application is received.

Councillor Langley was elected as Chairman on a proposition by Councillor Green, seconded by Councillor West and with all Councillors in agreement

19.       Parish Councillor Vacancies and procedure for Co-option

Clerk advised that following election there are two vacancies to be filled and notified Councillors of the procedure as recommended by NCALC.  Mr. Russell Burton advised that he would like to be considered for Co-option and will email the Clerk accordingly.  With this in mind Parish Council agreed to hold a meeting in June to receive any applications for Co-option to enable Co-option to take place at the September meeting

            Following items were raised with the Parish Council:-

·         Noted that any further windfarm applications will only get approval if there is the support of the residents

·         Mr. Grant discussed with the Parish Council his concerns about the HGV’s using the Lubenham Road and being very close to his property and crossing over a footpath.  Councillors provided a response on the background to this.  Following discussions it was agreed that the Clerk would contact Councillor Cecile Irving-Swift and ask that she contact him to discuss this ongoing issue.

Mr. Grant raised concerns regarding speeding and Parish Council reported on all the action it has taken in the past to try and address this issue

1.      Burial Ground Committee – Area was mowed and strimmed two weeks ago

26.       East Farndon United Charities – Reappointment of Trustees – Councillors approved the re-appointment of Mrs. S Biggins and Mr. Adrian Hill as Trustees.  Clerk to write and confirm

27.       Leicestershire County Council – Section 53 – Wildlife and Countryside Act 1981 – Proposed additional footpath within unparished area of Market Harborough and and proposed additional footpath with Parish of East Farndon  (Footpath CP12) and additional of footpath within the Parish of Marston Trussell – Councillors discussed this and agreed that they have no objections – Clerk to respond

28.       Land Registry - Notice of an application for registration of a person in adverse possession – B149 for land off Main Street, East Farndon – Parish Council object to this and response has been sent to Land Registry.

Councillor Langley thanked everyone for attending

Councillor Langley reported on the following:-

  • Overview of the Spring Cottage streetlight – scheduled installation date 14th May 2015
  • Installation of waste bin on the Amenity Land
  • East Farndon to Market Harborough footpath – gullies have been cleared which is helping with the flooding situation and small area has been repaired.  Cost to repair/reinstate the footpath is £40,000.  Councillor Green advised that he has spoken with Cecile Irving-Swift and it is hoped that she will assist in getting the required money hopefully in the next financial year and he has also spoken to local MP
  • Back Lane – kerbstones which were loose have now been reinstated
  • Planning Applications in the past year have been few and all straight forward 

4.  Reports from village organisations:

a)      East Farndon Parochial Church Council – No report received

b)      Village Hall Trustees – report was read out and written copy is available on request.

c)      East Farndon United Charities – Report was read out and written copy is available on request.  Two Trustees are at the end of their term and this will be an agenda item for the May 2015 meeting

d)     Burial Ground Committee – Report was read out and written copy is available on request.

e)      Neighbourhood Watch – No report received

f)       Footpath Warden – Report was read out and written copy is available on request.

g)      Women’s Institute – Report was read out and written copy is available on request.

h)      East Farndon Amenity Land – Councillor Green provided an overview of the past years activities and advised the next major item is to get the land insured.  Suggestion has been made for an information boards about the village to be erected on the Amenity Land.

5.  Finance

Clerk reported that the Accounts for the year ended 31st March 2015 have been successfully audited both internally and externally.  Accounts are in good order and the Accounts for the year ended 31st March 2015 are being finalised and will be brought before the Parish Council at the May meeting for approval.  Clerk also discussed the increase in charges from EON and the ongoing investigation into alternatives and fixed term rates.

Clerk gave an overview of the Parish Council elections and procedure for Co-option of Councillors
